Extension plans for emergency department after concerns

Plans to tackle security concerns at the new Royal Liverpool hospital have cleared a key hurdle after A&E extension plans were confirmed as lawful by the council.

The new hospital opened in 2022 following a series of delays, replacing the city’s previous main hospital. Like many emergency departments across England, it has since faced ongoing pressure from high demand, and many hospitals are increasingly adapting their layouts and access routes to manage patient flow, with the new Royal being no exception.

A report produced by 10Architect on behalf of the University Hospitals of Liverpool Group states that two new assessment rooms would be created as part of the extension plans, alongside additional waiting space, at the front of the existing emergency department.

The proposal is also aimed at addressing “operational and security concerns” at the department. This includes relocating the reception and security office to have clearer lines of sight of public areas, as well as introducing a controlled access door between the lobby and waiting area. Architects said the changes would improve overall security for patients, staff and visitors.

The University Hospitals of Liverpool Group applied for a certificate of lawful development to progress the extensions, also citing “operational pressures and peak demand” since the hospital opened.

A certificate of lawful development gives confirmation from the council that a proposal complies with planning rules and does not require full planning permission. It means the group can proceed with the work without seeking formal permission.

The University Hospitals of Liverpool Group (UHLG) brings together the major city NHS hospital trusts under a shared leadership structure to plan and deliver services across Liverpool.

UHLG oversees services across several hospital sites, including the Royal Liverpool University Hospital, and is intended to coordinate care and long term strategy across the city’s hospital system.
